Carnival time again in Latin America?
Article Abstract:
Latin America is undergoing an economic recovery fronm problems linked to the Asian financial crisis. Higher raw materials prices and stronger growth in developed economies have helped Latin America, but some countries such as Colombia and Argentina still face recession, while Ecuador has serious problems. There is also concern as to whether sustained growth can be achieved. There is a need for better corporate governance, development of capital markets in the region, and a strengthening of the banking system. Labor market and education reforms are also needed.

The Inter-American Development Bank reports that the dismal Latin American debt situation of the 1980s started to turn around in 1991. New democratic governments, International Monetary Fund policies and low American interest rates have fueled encouraging growth levels.

Latin America's backlash
Article Abstract:
Free market reforms in Latin America have been largely unsuccessful in enhancing economic growth. Privatization, free trade and monetary policy tightening are not reducing the amount of poverty and unemployment. Governments must reform quicker or risk popular revolt.
