Chavez cleans the slate
Article Abstract:
Venezuela has a new constituent assembly which is dominated by candidates of the president, Hugo Chavez, who plans to present a draft constitution to the assembly. He aims for a referendum to be held in Nov 1999. The judiciary and Congress could be affected if the new assembly takes over some of their powers. These developments represent a major change in Venezuelan politics. It is not clear what changes to the constitution are planned by Chavez, who may make provisions for presidents to run for additional, consecutive terms, and may also give greater weight to the armed forces.
