China's police: Too few, too poor, too corrupt

China which is hailed as the fastest growing economy in the world has lesser amount of law enforcing personnel than countries like India or Pakistan and the government relies heavily on local neighborhood committees to help keep the peace in designated areas. Understaffing has given rise to unheard of corruption in the ranks but leaders are working hard to professionalize the system.
