Closing the floodgates: New Delhi rejects a World Bank loan to build a dam
Article Abstract:
The Indian government on Mar 30, 1993 refused the final $170 million of a $450 million World Bank loan to finance building of the controversial Sardar Sarovar dam on the Narmada River in western India. Although the government claims that it declined the money because of undignified benchmarks or conditions, the actual reason was probably fear of not meeting the Bank's Mar 31 deadline for a progress report. The dam's potential displacement of 250,000 people and environmental consequences are prompting opposition in India.

Ashes to ashes: New Delhi gets burned by Kashmir shrine fire
Article Abstract:
An Indian army siege of the Kashmir town of Charar-i-Sharief and its attendant shrine ended in the destruction of both and a serious blow to the govt's credibility. Despite the latter's believable claims that militant members of the Pakistan-aligned Jamiaat-i-Islami movement set the fires, the local populace is unlikely to participate peacefully in the elections that had been planned. Jamiaat members oppose the fairly liberal notions that made the shrine holy to Muslim and Hindu worshipers alike.

Open door: Red Cross allowed to meet Kashmir detainees
Article Abstract:
The International Committee of the Red Cross has won permission from the Indian govt to send observers to detention centers in Kashmir. Official camp visitors have long said detainees are not mistreated, a view sharply at odds with the torture and murder human-rights groups and former detainees claim. The agreement gives the Red Cross limited access to those held in connection with the Kashmir insurgency. Visitors must come from New Delhi and their reports will go only to Indian authorities.
