Dissent, and diplomacy
Article Abstract:
The Ibero-American summit has been held in Cuba in 1999, and has dealt with globalization as its main topic, though there has also been a great deal of emphasis on human rights. There has been criticism of the treatment of dissidents in Cuba, while there is also support for Cuba and against the bullying by the US. Meanwhile, some countries in Latin Amerca oppose the attempts by a Spanish judge to tackle past human rights abuses in Chile and Argentina, and this is linked to resentment in some quarters over the acquisition of some Latin American companies by Spanish companies.

Blackwashing Allende
Article Abstract:
Supporters of former Chilean dictator Augusto Pinochet are seeking to boost his reputation by damaging that of President Salvador Allende, whom Pinochet overthrew in 1973. They allege that Allende was at least fully aware of, or more probably directly involved in, preparations for a Marxist seizure of power. Furthermore, they claim that Allende conspired with Fidel Castro to prepare terrorists for revolution. They acknowledge that Pinochet employed tough methods, but believe that these methods were justified in the circumstances.
