The Peregrine brokerage firm has issued a report voicing concern that Vietnam's economic reform program is falling behind. Vietnam has succeeded in restraining inflation but the trade and current-account deficits have continued to grow. Foreign economists note that the trade deficit figures are worse than they appear once official import figures are adjusted to include smuggled consumer goods estimates. Peregrine noted that state-owned enterprises in Vietnam continue to enjoy advantages over private sector firms.

Article Abstract:
Endemic corruption may be the greatest problem confronting Vietnam's economy and the ruling Communist Party. A huge and complex bureaucracy and low salaries for government employees create opportunities and incentive for seeking bribes, kickbacks, fraud, scams, and outright extortion. Foreign investors and observers are growing increasingly critical, as are older revolutionaries who fought for socialism. Calls for a crackdown seem powerless or even hypocritical, given the protection afforded the corrupt.
