Germany, preparing to expel at least some of its 320,000 Bosnian refugees, grapples with the morality of sending people back to a hostile situation. In a compromise plan, Bosnians least likely to face danger will be sent home as early as spring 1997. Refugee policies across Europe are discussed.

Article Abstract:
Territorial partition appears to be the only option to ending the war in Bosnia-Herzegovina, although it would be unfair to the Muslims, who lost the most territory. Partition also conflicts with the western principle of not allowing territorial expansion by force.
