Article Abstract:
The South-West Regional Development Agency has been set up as a new English regional authority, and there is concern that the diversity in the south west makes its task especially difficult. The area includes Cornwall, which is relatively poor, and Swindon, a manufacturing town where average incomes are double those of Cornwall. The new authority argies that funds to aid one part of the region will help the rest through a ripple effect. It will be based in Exeter, which is more central than the larger city of Bristol.

It's still the best idea around
Article Abstract:
Critics of the idea that democracy will spread and be beneficial argue that new democracies may be prone to international conflicts, while others argue that democracy may not be desirable. There is less support for the idea that wars will end as a result of democracy. Foreign policy changes after elections may trigger international conflicts. Free elections can result in less liberal socieities, but democracy appears to be the best way of achieving desirable institutions.
