Article Abstract:
The European Union is currently addressing a wide range of issues relating to external relations. The main focus of attention is on relations with the US, and this will continue to be the case for some time to come. The mid-term review covering the final five years of the fourth Lome trade and aid convention has recently been signed by the European Union and the 70 nations of the African, Caribbean and Pacific (ACP) group. Other developments have included the European Union's involvement in some of the trade disputes being handled by the new World Trade Organisation (WTO).

Critical issue: Institutional reform and the IGC
Article Abstract:
The European Union intergovernmental conference (IGC) which started in Mar. 1996 has great implications for business, and offers a chance to lobby for the Maastricht treaty to include a pro-business agenda. However, the IGC is a constitutional review, and issues to be discussed must be linked to possible amendments to the treaty, rather than wider business issues. Areas of direct interest to business which the IGC must tackle include controlling state aid; enforcing the single market; and setting up a single judicial area to underpin the single market.

Article Abstract:
EU leaders agreed to sign an interim trade pact with Russia at the Cannes summit, and a five year financial support programme for the countries of eastern and central Europe, covered by the PHARE programme. Negotiations on a trade and cooperation agreement with South Africa also opened. The members of the Organisation for Economic Cooperation and Development launched a series of negotiations to create a common set of internation rules for foreign direct investment.
