Feeling their way: Taipei and Peking try to schedule low-level talks

The Taiwan government, through its intermediary the Straits Exchange Foundation (SEF), has tentatively arranged to meet with China's intermediary organization for neutral talks. This will be the first meeting between the two organizations. The SEF's secretary general, Cheyne Chiu, hopes to see agreements on document verification and a registered mail system signed. Another hoped-for outcome is agreement on regularly scheduled talks. Chiu appears to have Taiwanese Pres Lee Teng-hui's support, in spite of the official 'no contact, no negotiations, no compromise' policy.

The stumbling block: investment guarantees a hurdle at Singapore talks

The first negotiations between China and Taiwan since 1949 produced an unexpected controversy when the Taiwanese representative called for better legal safeguards for Taiwanese businessmen's investments in China. The talks, held in Singapore on Apr 27-28, 1993, concentrated on trade rather than military policy or membership in international organizations. China's representative indicated that an end to Taiwan's prohibition of direct trade and investment should precede an improvement of investment guarantees.

Jiang talks strait
Article Abstract:
Chinese President Jiang Zemin's speech on the Lunar New Year struck different chords in Taiwan from those heard by listeners elsewhere. While his comments prompted speculation of possible military confrontation in Washington and Tokyo, pundits in Taipei considered them conciliatory and indicative of a desire for a peaceful settlement of differences, followed by reunification. Jiang said that he wants to visit Taiwan and would welcome a visit to the mainland by Taiwanese President Lee Teng-hui.
