Progress has been made in extending NATO membership to several Central European applicants. Russia has been steadfastly opposed to the enlargement of NATO, but negotiations between NATO and Russia has begun to remove some of the Russian objections and concerns on the issue.

Russia announced that it will allow several Eastern European countries to join NATO under a forthcoming agreement to be signed. To win conciliation from Russia, NATO declared it has no intention to deploy nuclear weapons or significant combat forces in new member countries.
