Hong Kong's liberal politicians have suffered twin setbacks when the Legislative Council voted down a plan to accelerate democratic reforms and dismantled an electoral system that was favorable to candidates with liberal tendencies. China is seen as a one-country pressure group against political change where it has continuously complained against any sign of British concession to democracy.

Last viceroy: Patten's appointment signals shift of power

The appointment of former Member of Parliament Christopher Patten as governor of Hong Kong ended the reign of Sinologists in the colony. Experienced as a foreign diplomat, Patten is expected to veer from his predecessor's policies. However, as a consummate politician, Patten is expected to maintain amicable relations with China to protect British business interests in the colony.
