Article Abstract:
The ruler of Pakistan, General Pervez Musharraf, seeks retribution, while arguing for correct legal procedures. He argues that he is a liberal and has also developed links with extremist Islamic organization, and hopes for a better international image for Pakistan while picking quarrels with India. He plans local elections by the end of 2000, though nominal local democracy could be used as a means to strengthen central government. The government plans to control the display of weapons as a way of tackling sectarian lawlessness. Economic policies include privatization, austerity measures and tax reform. Musharraf faces a difficult task.
