Spain's unemployment rate soared to 23.8% in 1994 from 5.1% in 1977 and is at 22.3% in Dec 1996. Slow growth, government regulations regarding downsizing, hidden unemployment, the underground economy, the two-tiered labor force and other aspects of the situation are discussed.

An oil-price boom may once again stall needed market reforms in Venezuela. Pres Rafael Caldera may not have the will to push through a downsizing of the nation's bloated bureaucracy, when the state-owned oil company is drawing revenues of $3 billion.
