China's policies for economic growth are aimed at encouraging reform of the nation's socioeconomic structure. The government will increase expenditures to meet its goal of 8% growth in 1999, which is expected to create jobs to account for state enterprise changes and population growth. Implementation difficulties include regional underproduction, inconsistent energy supplies and price fixing.

China's Price Law, one of several planned economic reforms, marks a break with traditional government policy. The law addresses unfair pricing practices and imposes penalties for violations. Penalties include fines, confiscation of illegal income and suspension of violators' business licenses. The law also mandates that government prices must be published and made accessible to the public.
