Proscription drugs: state-sponsored doping theory loses credit
Article Abstract:
Nils Lindstedt's work discredits the hypothesis that former East German coaches and doctors systematically administered performance-enhancing drugs to China's athletes. As China's only permanent foreign drug tester, Lindstedt has unparalleled access to the country's training facilities, and he does find steroid users. However, the incidence of positive results seen in 1994 and 1995 is not being repeated. In 1994 China's women swimmers surged from obscurity to win many medals and set several world records.

Article Abstract:
China is seeking to reform state enterprises by allowing them greater freedom from state control. Some workers are electing their own managers and others are buying enterprises. Workers in some firms have not been paid and bad debts of state enterprises threaten banks. State enterprises account for 70% of industrial workers so closing down poorly performing enterprises is not seen as an option. China is encouraging vertical integration and a model similar to that of the chaebols of S Korea.
