The Tokyo stockmarket keeps dropping despite public sector efforts to prop it up. Money brought from public funds to invest sits unused, mainly because fund managers are reluctant to invest it while the bear market lingers. Banks are facing huge losses without public sector intervention.

The Japanese government is intent on improving the economy, and it is employing what some consider stock market manipulation in an attempt to do that. Public sector funds invested in the Nikkei have been subjected to boosted share prices, package transactions and other tactics.
