Article Abstract:

Revelation of the police murder of 11 bank robbers in the Philippines has stirred national outrage, provoked a reorganization, and threatened several political careers. Chief among the latter is that of vice-president Joseph Estrada, chair of the Anti-Crime Commission, who counted on his tough-on-crime image for the 1998 presidential election. Four generals and 95 other officers face multiple counts of murder, and scores of others could follow. THe case highlights President Fidel Ramos's failure to curb police abuses.

Conservative financial management is vital during times of economic difficulty, according to Chinese-Filipino businessman John Gokongwei, head of the JG Summit business empire. He believes that his business activities have also benefited from avoiding funding large projects with short-term cash. However, he is also convinced of the need to take risks and to grasp opportunities as they arise. Observers believe that having wide-ranging activities has allowed JG Summit to survive the Asian economic crisis unscathed.
