Gunter Verheugen, ever up-and-coming
Article Abstract:
Gunter Verheugen is a German minister of state and could become the European Union representative for policy on security and foreign affairs. He could have become the German defense minister, but Rudolf Scharping was unexpectedly appointed instead. He has a great deal of influence despite not being a minister. He has become critical of the US, especially over the conflict in Kosovo, Yugoslavia, and sees Germany's contribution to the conflict as important. He favors the setting up of a European force to tackle crises in which the US has no desire to become involved.
