The world banking industry represents a danger, andthis applies to western banks which have suffered losses in emerging markets, as well as banks elsewhere. Banks have long been involved in speculative activity, and the crisis of Oct 1998 is partly a correction of markets that had become overvalued. The Federal Reserve has bailed out Long-Term Capital Management and cut interest rates, moves that are justified if the banking system is at risk, but such rescues can encourage risky behavior.
