Article Abstract:
The European Union (EU) common agricultural policy (CAP) looks set to change with a move toward world market prices. France is the strongest supporter of the CAP and accounts for nearly a quarter of spending on the CAP, so its net contribution to the EU budget is small. The EU will join talks on world trade in 1999, and there will be pressure on the EU to reduce public sector support for exports and other interventions in the market. There is also pressure from the US and Australian firms for export subsidies to be dropped completely for farm produce.

The EC's Common Agricultural Policy (CAP) is undergoing reforms to reduce the levels of subsidies now afforded farmers in member nations. The EC will be pressured by potential new member nations to limit the scope of the CAP reforms. Currently, subsidies cost the average EC household over $1000!year.
