Article Abstract:
Japan is the second biggest aid donor in the world, second only to the United States. It has consistently doubled its Official Development Assistance (ODA) budget in its five-year plans, and is expected to do the same in the 1993-97 plan. However, critics think that Japan should give more because it is only spending 0.31% of its GNP for aid compared to 0.35% on the average for the world's top donors. Other areas for improvement are suggested, such as clarifying the aims of the ODA, giving more aid in the form of grants instead of loans and allotting a greater share to social and environmental projects.

Head of North Korean movement in exile
Article Abstract:
The historical collapse of communism in Europe and the Soviet Union rekindled former North Korean communist insider Park Gab Dong's hope to overthrow Kim Il Sung. Once a member of North Korea's communist system, he suddenly gained disfavor in 1953 and was imprisoned for three years until he was able to escape in 1957 to Japan. His wife and six children, however, were all killed during his years in prison. This painful experience may be one of the strong influences urging him on in organizing a government inexile that would someday topple Sung's government.

Tokyo mirage
Article Abstract:
The current performance of the Nikkei stock index is being compared to a similar performance in 1965. However, the only similarity is that both stock index performances were caused by domestic factors. On Mar 16, 1992, the Nikkei stock average fell to 19,837.16 after achieving a high of 38,915.87 in Dec 1989. Despite falling way below the 20,000 psychological level, the stock index has yet to show signs of recovery. On the other hand, from a high of 1,829.74 on Jul 18, 1961, the Nikkei index fell to 1,020.43 on Jul 1965 but recovered almost immediately.
