Hong Kong's hazy future

Hong Kong has not been as adversely affected by the takeover by China as many had feared, but is still faced with economic problems. There is competition from Shanghai and Singapore. It is in China's interests to foster the development of Hong Kong, which can contribute an entrepreneurial spirit to China. The Chinese government could be less suspicious of Hong Kong, and the Hong Kong government could show greater autonomy. China could also demonstrate that any decisions relating to the currncy will be influenced by the link between the US dollar and Hong Kong's currency.

Hong Kong has undergone political, economic and social changes since it became part of a dual system under China. China has maintained a hands-off approach to Hong Kong since the handover. Hong Kong has a number of advantages, such as its location, but was hit by the Asian economic crisis. The rule of law is important in Hong Kong, and this is shown by debates on legal matters. There is strong business confidence according to a survey of Hong Kong's international chamber of commerce.

A very long arm
Article Abstract:
British national overseas passports are held by 3.3 million people in Hong Kong. The case of Wu Man shows that they offer little protection. He was arrested in Thailand and sent to China, though not formally extradited. Wu has yet to be charged, and Hong Kong's Basic Law states that crimes should be tried in Hong Kong if they were committed there. Rules of rendition are needed if Hong Kong is to have extradition arrangements, but China appears reluctant to agree to such rules.
