Some observers believe that Hydro-Quebec, the government-owned utility in Quebec, Canada, has used the widespread damage caused by severe winter weather to its own advantage. The company has gained fast-track backing from the provincial government for a strategic plan under which it will continue to divert and dam rivers. It has also been putting pressure on the government to ensure that it will not have to justify any rises in charges resulting from its spending.
