In praise of paranoia
Article Abstract:
Taiwan is concerned about isolation and the threat represented by China, and this fear has helped Tawain to survive the Asian financial crisis. Taiwan will achieve economic growth of between 4% and 5% for 1998 and stock prices have dropped less in Tawian than in neighboring countries. China cannot allow itself to suffer serious problems since no aid would be available from international organizations. Tawainese companies were criticized for their financial caution, but this has proved to be a strength.

Taiwan has found its $310 billion National Development Plan to improve the nation's infrastructure too ambitious. Foreign contracts were being offered in exchange for upgraded diplomatic recognition. Now the Taiwanese private sector is being asked to invest.

Taiwan's Central Bank of China holds reserves in excess of $82 billion. Taiwan should use this money to facilitate foreign acquisitions and to encourage technological development. Some programs are outlined.
