Article Abstract:
The National Assembly for Wales has been set up and takes over powers that the Secretary of State for Wales previously exercised. This includes some responsibility for education and health, though teacher training and public health are to be controlled by central government. Some questions have yet to be tackled such as what should occur if there are differences between Welsh and British policies. The cabinet and first secretary also have powers, though the relationship between Assembly and executive has yet to emerge.

Cracks in the antiques trade
Article Abstract:
The antiques market has entered a period of slack demand in the early 1990's, causing profits at auction houses and dealers to decline. Prices for the most desired pieces have fallen by 10-20%, while prices for more common antiques have fallen by as much as one-half.
