In the heartland: Vietnam's Red River delta awaits aid infusion
Article Abstract:
Vietnam's Red River delta region is experiencing difficult economic times that probably will not improve until the US gives its assent to multilateral economic assistance. Such aid is necessary for modernizing the delta's roads and farming techniques. Inadequate infrastructure and other factors such as flooding and siltation explain why the delta produces much less food than the less populous Mekong River region in the south. The Vietnamese government hopes that economic development through multilateral aid will allow the Red River delta to grow more cash crops.

Recent indicators point to a steady improvement in Vietnam's economy in the first quarter of 1993, such as the 11.5% boost in industrial output. Gross domestic product is expected to increase 7.5% unless bad weather cuts agricultural output. Exports have gone up by 16% while the 2.7% increase in consumer prices indicates that inflation is in check. However, the government's plan to boost deficit spending may renew inflationary pressures. Lack of international economic aid and unemployment also loom as problems.
