Ireland: the new white paper on industrial policy
Article Abstract:
The Irish government's July 1984 White Paper on industrial policy essentially affirms the Republic's strategy of giving extremely generous grants, tax concessions and other incentives to foreign industrial investors, despite the policy's poor performance since 1980. However, the White Paper indicates a more selective preference for operations characterized by export potential and marketing activities, research and development intensiveness, backward linkages to indigenous industries, skilled labor, high output growth, autonomy from parent corporations, and-or import substitution. The White Paper was issued in response to the 1982 Telesis Report, which advocated cutting grants to foreign investors in favor of loans and equity, reallocating resources to the development of domestically-owned enterprises, and encouraging those sectors with higher job potential than manufacturing. The government will instead concentrate on productivity rather than employment, hoping that this will, eventually, create jobs indirectly through overall economic expansion. The Irish Republic has made itself too dependent on foreign investment to change course.

The US was widely regarded as a bastion of free trade until Congress began work on a protectionist trade bill in 1987. The US in practice has long had a system of non-tariff barriers to trade. These barriers are in the form of 'administered protection' policies, such as anti-dumping duties and countervailing duties. The argument is made that The US International Trade Commission is unduly influenced by lobbyists from US domestic producers.
