The United Kingdom prime minister, Tony Blair, has been portrayed as favoring strong control of parliament, yet Blair is seeking to devolve power to the regions, and is considering a change in the electoral system. The UK political system tends to concentrate power, and there is a lack of trust in Tony Blair. There is also opposition from the leadership to Ken Livingstone as candidate for the mayor of London, and to Rhodri Morgan as Welsh first minister, and this fits with the idea of Balir seeking too much control.
