Japanese Prime Minister Ryutaro Hashimoto plans to use public taxes to pay the private debts of mortgage-finance borrowers living high in bankruptcy protection. By paying off the $72 billion in bad loans held by mortgage- finance companies he hopes to avoid a collapse that could spread to the banking system. That threat sounds vague to the plan's foes, equivalent to taking $100 from every citizen to pay for speculators' mistakes. Hashimoto's popularity, key to the plan, could slip if he is tied to the problem.

Japanese prime minister Ryutaro Hashimoto has expressed very firm commitment to political and economic reform, but many observers are still expressing doubts about whether he will be able to fulfill his promises. However, he is clearly a very skilled politician, and has deliberately put his political career at risk in order to achieve what he has promised. Whether political and economic reform actually takes place will depend on the extent to which Hashimoto is able to exert his political will.

A general election is likely to be held in Japan in Oct 1996. The Democratic Party has been set up as a new party presenting itself as youthful and moderate. The Liberal Democratic party (LDP) is likely to gain enough seats in an election to dominate any new government. The Social Democratic Party (SDP) is seeking to change its image and has ceased to oppose the security alliance between the US and Japan, but the SDP is weakening. The LDP lost power in 1993 but has undergone a revival.
