Jacques Chirac, out of steam
Article Abstract:
The French president, Jacques Chirac, is popular and seen as tolerant and charming, with a sense of decency and a desire to help the unemployed and others affected by misfortune. He is also increasingly seen as lacking the drive that he once possessed. The French political right has lost elections three consecutive times and no longer holds the regions, the assembly or the government, and Chirac is blamed by many observers. Rally for the Republic, the party he set up, has been weakened by a breakaway party. France has begun major reforms under Chirac, but the prime minister has gained greater power to bring about change.
