Chinese President Jiang Zemin approved the promotions of Defense Minister Chi Haotian and Chief of the Gen. Staff Zhang Wannian to vice chairmen of the Central Military Commission during the annual meeting of the Communist Party to show his authority over China's military sector. He also approved the Central Committee's proposed national development plan to indicate his intentions of reforming the Chinese economy. Analysts believe that Jiang's actions, which included the expulsion of Chen Xitong from the Party's Politburo on charges of corruption, will earn him the admiration and respect of the Chinese.

Jiang to pursue art of the deal at leadership assembly

Chinese president Jiang Zemin is expected to consolidate a leadership coalition at the Chinese government's 1997 annual summer retreat to be held at Beidaihe in China. Jiang Zemin may seek the formation of a leadership coalition that will support his radical economic reforms that may be the subject of criticisms by other Chinese leaders. The Chinese leader is also faced with other problems relative to the planned expansion of his current party and the imposition of his economic reforms.

Article Abstract:
Chinese President Jiang Zemin plans to open state-run enterprises, beset by problems due to poor management and outdated equipment, to domestic institutional investors and foreigners. The privatization of state sectors such as energy, services and infrastructures is recognized as a requirement to ensure the success of economic reforms in other sectors. The inefficiency of government enterprises has hindered the growth of the banking sector which funds them.
