Kabila angered the international community by attempting to block a UN investigation into Oct 1996 massacres of Hutu refugees. This has caused him to lose stature among world leaders and it may hinder Congo's economic development, because aid agencies will not lend money until the matter is resolved.

Kabila's Alliance of Democratic Forces for the Liberation of Congo-Zaire are easily wresting control of the country from Pres Mobutu Sese Seko. However, Kabila will find the country very difficult to run due to the enemies he has made and to rampant corruption among business and political leaders.
