China's Communist Party sent its admonition to managers of state-run enterprises that the party still remains the final judge in any economic reforms they impose on their production, and would demand accounting of their programs. China's state-run enterprises are known for their inefficiency and market reforms on production offer little improvement. Managers have been known to amass personal wealth in their reform programs. State-run firms have amassed losses totaling $6.38 bil, a 39% increase from 1995 figures. China's state-run firms account for 40% of industrial output.

NPC session seen helping Jiang consolidate power
Article Abstract:
China's National People's Congress (NPC) will meet in 1995 to appoint Wu Bangguo and Jiang Chunyun as vice premiers. They will be given duties previously handled by Zou Jia Hua, who may be removed as vice premier because of his opposition to Jiang's effort to slow down reforms. The NPC meeting will also focus on industrial and agricultural policy, which may become the roots of conflict after the death of Deng Xiaoping. The NPC is widely perceived as a rubber stamp parliament, but it has been trying to obtain more powers in preparation for Deng's death.

Jiang may face difficulty from newly bold congress
Article Abstract:
Chinese Communist Party leader Jiang Zemin is slowly losing support among members of the National People's Congress (NPC). During the election of two new vice-premiers, the NPC showed its dissent with Jiang by opposing the nomination of Jiang Chunyun as well key bills on education and banking. Jiang Chunyun and his partner, Wu Bangguo, were eventually elected and their election helped Jiang consolidate his power. However, analysts fear that dissent within the NPC will continue to grow.
