Late flourish: colony climbs to the top of EU's diplomatic agenda
Article Abstract:
European Union (EU) leaders have only recently expressed 'primordial' interest in the peace and prosperity of Hong Kong once it reverts to Chinese rule. A host of EU initiatives are expected during the next few weeks, and a survey of civil and human rights in the territory has been called for. Plans for long term links with Hong Kong include suggestions for a trade-and-cooperation treaty and visa-free access. EU officials also think that it is important to ensure Hong Kong's separate identity and its position as an autonomous trading and business centre.

Article Abstract:
Portugal's decision to block European Union plans to upgrade links with Asea has been motivated by the desire to draw attention to Indonesian policy towards East Timor, a former Portuguese colony. Portugal has been successful in persuading the European Union to make financial assistance available to non-governmental aid agencies in East Timor and to issue regular bulletins of concern about Indonesia's activities in East Timor. This issue is likely to sour relations between the European Union and Asean, of which Indonesia is a member.
