Shanghai, China, is a rapidly-developing, cosmopolitan city which could overtake Hong Kong as a capitalist centre. Shanghai has a stock exchange and it is open to foreign investment, albeit with limitations. The developing Chinese market, accessible through Shanghai, offers great business opportunities, but foreign investors face difficulties and they should seek advice when considering partnership with a Chinese firm. Unfamiliar business etiquette poses a major problem, and foreign firms should be aware of the guanxi system within which their Chinese partners will operate.

Article Abstract:
The enterprise incentive for management was one of the key measures for small business in the 1999 Budget, according to UK Chancellor Gordon Brown. He also emphasizes plans for corporate venturing and the research and development tax credit. He is not opposed to entrepreneurs becoming wealthy, but feels that the best type of business is one that creates employment. He believes that government should encourage, but not force, companies to be good global citizens.
