Breathing space: Clinton delays on conditions to China's MFN renewal

President Bill Clinton on May 28, 1993 issued an executive order that extended China's most-favored-nation trade status until 1994 when further extension will depend on Chinese compliance with several conditions. The two mandatory conditions are that China must allow its people to emigrate freely and that it must honor the 1992 bilateral agreement with the US to stop the export of goods produced in Chinese prisons. Other conditions include freeing political prisoners and preserving Tibet's religious and cultural legacy.

Lukewarm welcome: Dalai Lama gets cautious reception in Washington
Article Abstract:
The Apr 1993 visit to Washington, DC by Tibet's exiled leader, the Dalai Lama, forced the Clinton administration to try to honor a campaign promise to support human rights in Tibet but without provoking China's leaders. The Dalai Lama called for US help in stopping the Peking government from weakening Tibetan culture by moving large numbers of Chinese into Tibet. Bills have been introduced in Congress to link China's most favored nation trade status with an end to repression in Tibet.
