Article Abstract:
European Bank for Reconstruction and Development (EBRD) Pres Jacques Attali has altered his personal management style in order to avoid offending the 42 countries that are EBRD's shareholders. Attali, formerly French Pres Francois Mitterrand's special assistant and personal economics adviser, was made the president of EBRD in a secret deal between France and the UK which located the EBRD in London and gave France the Presidency. Attali was the driving force behind the creation of the EBRD, which was proposed as a conduit for funneling development aid to the new democracies of Eastern Europe. At first, Attali offended shareholders, including the US, by strongly championing his own ideas, but has now been credited by his critics for getting on with the business of implementing operations. The EBRD does not yet officially exist, and Attali and his 50 staff members are being paid by their home governments.

Putting out a network contract
Article Abstract:
Outsourcing of information technology (IT) operations can provide substantial cost savings to companies wishing to rationalize their IT expenditures. Outsourcing involves the hiring of IT specialists to design and/or maintain most of a company's computer operations. Such contracts may include value-added services such as integrated design of complex global networks and management of plant automation systems, along with basic data processing functions. A facilities management contract typically allows an outsourcing specialist to take control of a client's computer center and much of its IT staff. Corporate curbs on IT spending is fueling a boom in the European market for outsourcing, now projected to expand to $11.4 billion by 1995.
