Gordon's theorem

The United Kingdom Mar 1999 Budget differs from those of Conservative governments in reflecting chancellor Gordon Brown's lack of concern for simplicity. He is also less hostile to social engineering than were Conservative governments. Brown also seeks to promote fairness, which may be another name for equality. He is also more committed than were the Conservatives to moving people into work from welfare, and has introduced a number of measures to achieve this.

Tax fiddling
Article Abstract:
The United Kingdom Mar 1999 Budget includes tax incentives to aid small business which may have the effect of making them spend more time on tax planning and less on innovation. The chancellor, Gordon Brown, aims to promote competition, but he also appears to want to interfere with the market. Companies have to spend a minimum of 50,000 pounds sterling to benefit from incentives to promote research, and this is a high figure for small businesses. Changes to the capital gains tax system are also complex.
