Article Abstract:
The Philippines continues to be plagued by power outages. These outages, which average fours hours daily, is severely affecting the country's economic situation, with the World Bank estimating economic losses to reached $1 billion in 1992. Some 400,000 workers are also estimated to be retrenched. Observers believe that the outages will continue despite assurances by the government of Pres Fidel V. Ramos that the problem will be solved by Sep 1993. Serious political and social consequences are expected if the government is perceived as doing nothing to alleviate the problem.

Article Abstract:
The Japanese ambassador to Thailand's presence and actions at an Aug 15, 1995 ceremony at Kanchanaburi's war cemetery constitute a sincere but widely overlooked show of contrition. The cemetery holds some of the 16,000 Allied prisoners of war and tens of thousands of Asian conscripts who succumbed to savage maltreatment by the Japanese during World War Two, laboring to build the so-called Death Railway and the bridge across the river Kwai. Many former prisoners boycotted the ceremony, unable to forgive their tormentors.

Chavalit Yongchaiyudh, Thai Defense Minister, gained points with voters but lost them with generals when he changed outgoing Army Commander Gen Wimol Wongwanich's promotions, announced Sep 26, 1995. Chavalit, himself a former army commander and Interior Minister, hopes to become Prime Minister. The changes he made advance several generals who were once close to him and may signal the beginning of the end for the once-dominant Class Five of Chulachomklao Military Academy.
