The leaders of South Korea and North Korea, Kim Dae Jung and Kim Jong Il, are to meet, and will discuss aid for N Korea. There is a need to discuss N Korea's military policy. Collaboration between the two countries can help ease tensions, though problems will arise if talks are fruitless.
