Finland's Minister of Finance, Sauli Niinist , believes that the state may not need to take new loan in 1999 due to continuous economic growth. The Finnish Ministry of Finance has finalized their proposal for Finland's budget for 1999 where the net borrowing has been set at Fmk 2bn (US$ 370mn). The expenses in the budget amount to Fmk 187.5bn, i.e. to over Fmk 3bn less than estimated in the framework negotiations in spring 1998. Niinist withdrew his demands for cuts in social benefits since they could not be agreed upon with the Ministry for Social Affairs and Health. Minister at the Ministry of Finance, Jouko Skinnari, is satisfied with the Ministry's budget proposal even if he emphasizes that the proposal is expressly Niinist 's budget proposal.

Finnish Allergy and the Environment Institute has studied the effects pulp mills' sulphur compound odours have on people's health. The study was conducted in 1987-1996 in Finland in Imatra, Varkaus and Lappeenranta and in Russia in Svetogorsk. According to the study, the sulphur compounds cause i.a. cough, head ache, eye infections and respiratory illnesses. Long-term exposure to even small amounts of sulphur compounds will increase the risk of contracting an illness. People living near the mills suffer more on the emissions than others. However, it would seem that sulphur compound odours do not cause long-term illnesses or allergies. Additionally, people's health improves as the odour emissions diminish.

Finnish UPM-Kymmene may shut down Stracel pulp mill in Strasbourg, France in 1999. The operations have been unprofitable for a long time. UPM had probably shut down the mill already before if it had been possible. Shutting down has been prevented by an agreement between Yhtyneet Paperitehtaat and the French government in which Yhtyneet promised to continue the pulp mill operations for ten years. The Stracel pulp mill produces pulp from wood chips sold by local sawmills. The mill employs 150 people.
