The United Kingdom deputy prime minister, John Prescott, has published a white paper on transportation in Jul 1998. The proposals are likely to have little impact on traffic growth. The paper is correct in its view that public transportation needs more funding, and motorists should use their cars less. The policy is unlikely to raise enough funds for ambitious infrastructure investments such as subway lines. The Strategic Rail Authority also lacks sufficient funds. More political support is needed if a transportation policy is to be successful.
