Opium for America
Article Abstract:
India's position as the largest opium supplier to the US is under threat due to its inability to prevent diversion of opium to the narcotic trade. Johnson and Johnson is keen to promote Tasmanian opium exports, and is lobbying for removal of the 80:20 rule that authorizes India and Turkey to fulfill 80% of US needs. Mallinckrodt Inc, however, favors retention of the 80:20 rule and is certain that India can regulate its opium production strictly. The US State Department and the Drug Enforcement Administration officials will inspect the opium-growing operations in India during 1992-93.

Pakistan Prime Minister Benazir Bhutto's two-week Apr 1995 visit to the US is not likely to net her major concessions but could bring some benefits while pressuring the US Congress to revoke the Pressler Amendment. Invoked in 1990, the law blocks most US aid to Pakistan because the latter will not unilaterally sign the Nuclear Anti-Proliferation Treaty. Congress probably will not back down despite Clinton Administration efforts, but could approve a package of concessions proposed by Representative Lee Hamilton.

Perry's progress
Article Abstract:
US Defense Secretary William Perry just completed a visit to Pakistan and India that helped to improve US relations with both. Friction arose between Pakistan and the US after passage of the Pressler Amendment in 1990 halted US military aid, and relations with India have been cool since the early 1970s. Perry's visit may herald joint military operations, though not direct sales or technology transfers. There was no talk of Pakistan signing the Nuclear Non-Proliferation Treaty during Perry's visit.
