Optimal Buy, Operate and Sell Policies for Fleets of Vehicles
Article Abstract:
The optimization techniques of dynamic programming and linear programming are used to establish the best buy, operate and sell policies for a vehicle fleet. Such fleet problems are related to different levels of vehicle operation, different tasks, different capacity, constraints and finite planning horizons. The acquisition and operating cost structures of new buses may differ from those of older buses. In this research, a major metropolitan transit authority in Canada, that operates some two thousand buses is the focus of analysis. Graphs of daily demand patterns are featured. Appropriate modeling for such situations must consider the number in the fleet, number of kilometers in the future, operating and maintenance costs, acquisition and sales costs, and busage. Two-stage formulation was preferred for implementation. Tables of optimal utilization policy data, and other data, are included.
