South Korean education reformers are apparently about to initiate sweeping changes in a system long criticized for rigidity and inappropriate emphasis on memorization and cramming. The Education Ministry is reputed to be the most conservative in the country, but it seems receptive to the new ideas, which come on the heels of announcements by some universities that they are changing their admission policies to give less weight to grades and entrance exams. The former system worked well, but is ill-suited to modern needs.

There are indications that blackmarkets are beginning to play a key role in the North Korean economy as the country faces severe food shortages and very high prices for staple foods. The rationing system seems to have collapsed, and this is forcing many people to rely on blackmarket goods and cross-border trade with China. North Korean specialists in South Korea regard the growing blackmarket element in the North Korean economy as an indication that the government there is losing its tight control over ordinary people.

The South Korean government has decided to recognize the Korean Teachers and Educational Workers Union (KTU). This means that teachers who were dismissed by the Education Ministry in 1989 for campaigning to form a union will now be reinstated. The KTU, which has 15,000 registered members, is seeking shorter working hours and improved salaries. It also believes that school curriculums should be made more relevant to the country's social and economic requirements.
