RED LIGHT ON FINANCE FRONT AS OPERATING RATIO RISES
Article Abstract:
Railway finances have worsened in 1998-99 as the operating ratio - current expenses to total receipts - has increased to an all- time high of 94.3 percent. The gross traffic receipts have been estimated at Rs30,156 crore in 1998-99. Market borrowings have been projected at Rs3000 crore for 1999-2000, which is almost one- third of the Rs9700 crore total Plan outlay for the Railways. Sources say that this is not sustainable as borrowings are not viable if the railways continues heavy subsidization of passenger fares. Budgetary support has been declining and now stands at 23 percent of the Plan outlay, leaving the Railways with no choice but to go in for market borrowings. The railways has accumulated borrowings of Rs15,229 crore at present and interest and principle repayment alone costs the railways Rs2300 crore. (khr)
