The Clinton Administration is deciding among candidates to head the World Bank. Lawrence Summers and Kenneth Brody are the front-runners, ahead of James Wolfenson, whose ideas are seen as too austere, and Stanley Fischer and Gerald Corrigan, whose expansionist policies are losing favor.

Trouble in Tokyo

Bank regulators have contributed much to Japan's persistent banking crisis. The finance ministry has coerced healthier banks to bail out their troubled counterparts. Regulators have allowed troubled banks to stay in business too long and have been lax in enforcing bad loan obligations.

Comprehensive deposit insurance gives banks negative incentives that have resulted in growing numbers of bank failures. The insurance removes incentives to monitor risks taken by banks. Because of increasing competition, thrifts are taking larger risks.
