The Chinese Communist party recently issued an extensive communique following a secret meeting. This contained details of plans to deal with problems caused by rapid economic expansion, including growing individualism, moral decline and waning patriotism. The party is clearly issuing a message of strong discipline, and is greatly influenced by its leader, Jiang Zemin. In practical terms, China will now see increased media censorship and emphasis on traditional values.

Article Abstract:
Shang Dewen, a hitherto unknown economics professor at a top university in China, recently launched a powerful argument for democratic reform, but he has remained undetained, despite the inflammatory content. It is likely that if he remains undetained, others will follow suit, as Shang purports to offer a true reading of Marx. However Shang claims he is not an activist and believes his essay is a reflection of a more pluralistic society.

Chinese president Jiang Zemin has consolidated his power and promised to continue with reforming the burdensome state sector. But the Communist party that he heads has become irrelevant to most Chinese people and its credibility is threatened by corruption and labor unrest. If the challenges ahead are to be surmounted, the party must regain legitimacy and become more accountable.
