Pause, not peace: army recaptures Jaffna, but the war isn't over yet

Sri Lanka's efforts against the Liberation Tigers of Tamil Eelam progressed significantly with the Dec 5, 1995 recapture of Jaffna but the conflict between the Tamils and Sinhalese is still strong. The government is discouraging Sinhalese from gloating about the Tigers because it does not want the situation to escalate and distinguishes between the Tiger terrorists and the other 2.5 million Tamils. The Tamil United Liberation Front wants the government to offer political reconciliation through autonomy but the Tigers continue to reject any amnesty offers.

Fangs bared: attack on army base shows rebels still have teeth
Article Abstract:
A pre-dawn July 18, 1996, attack by the Liberation Tigers of Tamil Eelam (LTTE) on the Sri Lankan military base in Mallaitivu shows they remain strong and will restore any morale the LTTE lost along with control of the Jaffna peninsula. Estimates of the attacking force range from 2500 to 4000, enough to overwhelm the undermanned garrison. The LTTE seems not to have the military's trouble recruiting new members, and the campaign against them is proving very expensive during tight fiscal times.

Tarnished brass: government probes corruption charges against army
Article Abstract:
Reports of a probe into fraudulent military procurements are further shaking an already weakened military structure in Sri Lanka. Army leaders have been at odds with President Chandrika Kumaratunga over her negotiations with the main Tamil rebel group. The corruption investigation is one of several recent ones, though it targets two of the most senior officers yet. The president may need the military again soon, though, as talks with the rebels are growing strained.
